£1.7bn NHS contract for an integrated workforce solution is published

A £1.7billion contract to provide an integrated workforce management solution for the NHS in England and Wales has been published.
According to a notice, NHS Business Services Authority (NHSBSA) is looking for a solution which includes an electronic staff record (ESR).
The notice states that the solution “will fulfil the ambition of providing the NHS with a user centred digital workforce solution to empower people from both national and local organisations to carry out their roles effectively and efficiently, supporting them through their journey with the NHS”.
It adds: “NHSBSA require a supplier to manage the ESR service, transform, develop, implement and manage a future NHS workforce solution and once migration of user organisations completes, decommission the ESR service.”
The contract has been valued at £1.7billion and covers August 2024 until July 2039. It has been listed as an open opportunity which means it is currently active with NHSBSA looking for potential suppliers to fulfil the contract.
Any interested suppliers have until 4pm on 7 October to submit their bid.
Elsewhere, IBM has been awarded a multi-million pound contract to provide support for the NHS APP. The notice, published on 25 August 2022, revealed the value of the contract is £52.4million.
The contract starts on 30 June 2022 and is due to end on 29 June 2026.

The figures look eye watering but this looks to be a 15 year contract covering 1.8m NHS employees across England and Wales.
The scope is pretty scary too: Time accounting or human resources software package, Enterprise resource planning software package,Time accounting or human resources software development services, Enterprise resource planning software development services; Information technology services; Software-related services; Payroll management services,Business and management consultancy services, Recruitment services, Personnel and payroll services, Miscellaneous business and business-related services and E-learning services.
The projected benefits will probably only be realised if all Trusts are mandated to terminate their existing contracts for these services – though that might be difficult to say the least!
