Calderdale issues £30m EPR tender

Calderdale and Huddersfield NHS Foundation Trust is procuring an integrated electronic patient record system in a contract worth up to £30m.

The trust is embarking on a multimillion pound IM&T modernisation project with a key focus on implementing a full EPR.

The tender document says the contract is worth £18m-£30m over ten years.

The first £18m is set for Calderdale and Huddersfield’s core requirements and the remaining £12m is budgeted for the potential addition of Bradford Teaching Hospitals NHS Foundation Trust to the contract.

“Bradford Teaching Hospitals NHS Foundation Trust is actively following project progress and may opt to join the contract shortly following contract award, or thereafter,” says the tender.

“A single integrated solution is required, preferably from a single solution supplier, to enable clinicians to access an increasing set of clinical information over time.”

The trust is running an in-house developed patient administration system, which has been in use since 1985, and several clinical systems that operate in silos.

It has been awarded £2.7m from NHS England’s Safer Hospitals, Safer Wards: Technology Fund to move forward with its EPR programme.

The system must include:  a patient administration system; A&E; order communications; e-prescribing and medicines management; integrated care planning; the clinical record, clinical noting and information; clinical decision support; shared pathways and decision making; and management information.

“All suppliers must undertake to work with other trust suppliers to achieve the required standard of integration,” says the tender.

“In addition, the system should be capable of expansion to provide functionality either currently provided by specialist departmental systems or new functionality.”

Calderdale plans to award the contract in January 2015 for an initial ten years, with the option to extend for a further five years on a yearly basis.

Requests to participate must be submitted by 28 April and the trust envisions no more than three suppliers will be invited to tender.
